The collection documents McCulloch's extracurricular work in the field of labor law. The largest group is the case files he accumulated as a member of the Public Review Board of the United Auto Workers, 1971-1988. He was also a member of the Board of Directors of the Migrant Legal Action Program, and those files date from 1971 to 1984. The other two groups comprise files of the Virginia Commission to Study the Rights of Public Employees, 1971-1975, and the Legal Services Corporation, 1974-1983.
